However, the legislation has still not been brought into force. We are awaiting the Secretary of State’s ‘activity regulations’, which will specify the practices to be banned. Although the Act targets experiences outside the UK, the continuing delay leaves dolphins, whales and other captive animals exposed to cruelty worldwide.
On Wednesday 4 March 2026, Marine Connection joined leading animal protection organisations at a parliamentary drop-in event urging the government to end delays in implementing the Act. More than 30 MPs and nine peers attended, marking a significant show of support. The same day, Marine Connection co-signed a letter to the Prime Minister, delivered to No. 10 Downing Street, calling for urgent action. A response is still pending, and campaigners will continue pressing the government to accelerate the regulations.
The coalition includes Marine Connection, Born Free Foundation, People for the Ethical Treatment of Animals, Whale and Dolphin Conservation, Save The Asian Elephants, the Conservative Animal Welfare Foundation, and World Animal Protection.
